[ laughter ] >> here we go again. we have it out there now. a couple of scattered light showers. we are going to talk about that in the forecast coming up. >> pavement may be a little wet this morning as you start off your morning drive. i needed windshield wipers this morning. you will also hit some overnight roadwork. this is a live look in oakland. but once you get to san leandro, we'll tell you what's going on. "kcbs traffic" just a few minutes away. >> all right, elizabeth. thank you. >> sure. if you waste water, you could be out hundreds of dollars a day. california water officials are putting strict limits on outdoor water use and will fine those who don't comply. take a look at this map. most of the state sunday extreme or exceptional -- most of the state is under extreme or exceptional drought conditions. saving is one thing, wasting is another. kpix 5's cate caugiran asked around, would you tell on your neighbor for the common good? >> reporter: the new message, conserve water or pay up. >> who wants to pay $500 for

watering? >> nobody, especially now. >> reporter: californians facing tougher water restrictions including bans on excessive lawn watering, washing cars without a hose, shutoff nozzle; spraying down sidewalks and driveways. get caught wasting water and you could be fined up to $500 a day. here in fremont we discovered green lawns are rare. >> they used to be really green. not anymore. everybody is trying to do their part. >> i'm just cutting back like i should. my plants will stay alive but i'm leaving my lawns go and that's fine with me. >> reporter: it's evident in this fremont neighborhood that some neighbors have cut back on watering their lawns, others not so much. but some have actually resorted to replacing their entire lawn and filling it with stone. ruben real cut back his water use four months ago. as for neighbors who don't follow the rules -- >> if they have money to spend, why not let them do it? >> reporter: if you saw a neighbor across the street overwatering his lawn, would you call him in and report him? >> i would.

we're going to end up paying for it anyway. prices are going up, water is hard to come by, it's not going to rain soon. >> reporter: remember as you watch that excess water go down the drain, be prepared to see your money go with it. in fremont, cate caugiran, kpix 5. >> water use in california actually went up by 1% in may and we generally conserved water here in northern california but southern californians used 8% more water in may. it is 4:32 now. another wild scene at the richmond city council meeting. >> i'm going to keep coming up here until i have no moralely in me. you're filth and dirt. that's right. because i got the constitutional right to say it. >> well, it's exactly those kinds of remarks that councilmember beckles is try to stops. she has been trying to get an ordinance passed imposing a 6 month ban on audience who go over the line with vulgar

speech. beckle lost her temper. >> you're bunch of bullies. [overlapping speakers] [ screaming and vulgar language ] >> home, get a life! >> last night a city attorney said banning hecklers would be unconstitutional. beckles announced she was no longer calling for a ban but she is still asking city staff to investigate ways to deal with the hecklers. a woman didn't have enough money to buy a beer so she robbed an 8-year-old. check this out. this is the woman inside a corner store at davisadero and eddy in san francisco when she didn't have the money to buy the beer. well, you can see the moment she met a group of kid selling candy. once outside, she asked one of the girls for bus fare. the girl started to give her some coins but then the woman took off with the girl's cash. >> it's terrible, especially stealing from kids. >> the store owner says he has seen the suspect around the

store fairly often and police are trying to track her down. a 9-year-old girl drowned in a menlo park swimming pool. emergency crews called to an apartment complex near sharon park drive and sand hill road yesterday afternoon found the girl unconscious and not breathing. she later died at stanford medical center. menlo park police say it appears to be an accidental drowning but the investigation is ongoing. two men pleaded not guilty in connection with a fight after a san francisco giants game that knocked a woman unconscious. the two men from sacramento appeared in court yesterday on assault and battery charges. the drunken brawl happened thursday outside the at&t park after the giants lost to the oakland a's. investigators say the woman was punched when she tried to intervene. rucker and lopez are in custody and are due back in court next week. the woman accused of manslaughter in the death of a tech executive aboard his yacht is due in a santa cruz courtroom this morning.

alix tichelman is expected to be arraigned and will have a bail hearing. it's unclear whether she will enter a plea today. investigators say tichelman is a high-end prostitute who injected forrest hayes with heroin last year and left him to die. donald sterling may stay the owner of the l.a. clippers when the pro basketball season begins this fall. nba commissioner adam silver said yesterday he is unsure whether sterling will be out of the league by then are. the league decided, of course, to oust sterling after he made racist comments on an audio recording but sterling is challenging the deal to sell the team. that's currently in the courts and will be for a while. >> i know. i feel like this is going to go on forever. >> you had to know, i mean, we were talking about billions of dollars. this thing was going to keep going. >> and lots of attorneys, too. elizabeth mentioned this earlier. i had my windshield wipers on this morning and some fog. >> we have some fog. we have a little drizzle out there. actually a couple of sprinkles, too. so we're seeing showers again

from the monsoonal clouds rolling through. hi-def doppler radar is tracking some of those showers sliding on by this morning. you can see that making its way in through san francisco, the marin headlands now and it's going to stay a little bit unsettled again today. so very interesting day indeed. we have some low clouds and fog especially out along the coastline, dense fog and drizzle. temperatures are very mild. a lot of 60s out the door. so a mild start to the day. by the end maybe a little cooler, a lot of 80s in the valleys this afternoon, some 70s and 80s inside the bay and partly cloudy skies. and 60s out toward the coastline. a little wet out on those roads. let's check the roads with elizabeth. fortunately we haven't seen any major accidents so cross your fingers we're out to a decent start at 4:36. we are still seeing some overnight roadwork. they are beginning to clear it slowly but surely. heading to the bay bridge toll plaza, it looks great actually right now. they cleared the overnight roadwork on the bay bridge ahead of schedule. they also cleared the macarthur maze roadwork just within the last five minutes. so westbound 80 to eastbound 80.

again, we just got off the phone with caltrans, we got the "all clear" and you can see all the road sensors look pretty good on all the approaches to the bridge. here's a live look outside. you can see a little bit of mist out there. southbound traffic moving well. once you hit san leandro, there's davis street on- and off-ramps closed for at least another 20 minutes until 6:00. the golden gate bridge traffic looks nice actually from san rafael to the golden gate bridge toll plaza. that is "kcbs traffic." back to you guys. >> all right. thank you, elizabeth. tillamook is getting a stolen cheese van back, two of them, and two men are charged with stealing them. police say these two men from sacramento stole three volkswagen minibuses. but they weren't just any minibuses. these are worth $100,000 each. they are customized to look like bright orange blocks of cheese. they disappeared from the manteca hotel parking lot saturday. they were found in storage

spaces. >> there is surveillance video, i won't divulge on where and what location and how much, but yes, there is surveillance video of the individuals. >> the chp tracked the suspects to rockland and arrested them outside a target store yesterday. >> hard to hide those. the oakland police department is adjusting its stance on whether the mayor jean quan was talking on her cell phone in the moments before that car accident after quan's car hit another on june 8. police say neither driver was on the phone. the driver of the other car says quan was on her phone and ran a red light. but yesterday opd said it is unclear if a cell phone was involved in the incident. quan says she was not on her phone. california voters might get the chance to decide whether california is too big as it is. venture capitalist tim draper is behind the plan to split california into six states. he delivered petitions he says that have enough signatures to put the plan on the ballot in 2016. so if draper could get thousands of signatures for an

idea like this, could you? kpix 5's mike sugerman went to the streets of san francisco to get support for his new plan. >> reporter: we want to start putting sewer lines above ground instead of underneath the ground and we're just trying to get on the ballot. would you mind signing it? >> sure. >> sure. >> reporter: okay. >> get it on there there -- >> reporter: just to get it on the ballot, yeah. >> it makes no sense to me whatsoever. >> reporter: okay. but just get it on the ballot. we'll vote on it. >> eh, whatever. >> i guess. >> reporter: okay. >> you know, it's really a dumb thing. >> reporter: you don't mind signing it, i appreciate it. them. every night they will be removed and cleaned. >> it's a good idea as far as public health issues, right? but now on a psychological, uhm, social service basis, i don't think it's that good in the long run. maybe too much enabling. maybe making it too easy to be homeless. >> the bathrooms will be open tuesday through friday from 2 p.m. to 9 p.m. thousands of illegal immigrant children from central america who are now in the u.s. have some support. demonstrators rallied on the steps of san francisco city hall yesterday. they are calling on the city to provide temporary housing, medical, legal and social services for the children. more than half a dozen local leaders spoke and then a fairful 12-year-old boy named freddie took it the mic saying he came here from guatemala alone to find his mother. [ speaking spanish ] >> he made the decision on his own at 12 years old that he wanted to meet his mother. he wanted to be near her. he wanted to know who she was.

expected to begin today... the trial of a friend of bo marathon bombing suspect dzhokhar (joh-har) tsa closing arguments are expected to begin today in the trial of a friend of a boston marathon bombing suspect dzhokhar tsarnaev. the man is charged with obstruction of justice. he is accused with another friend of removing some items from tsarnaev's college dorm room. prosecutors say they did it a few days after last year's

bombing, which killed three people and injured more than 260. in the middle east, there were signs violence could escalate after the collapse of a cease-fire proposal. more now from cbs news' susan mcginnis. reporter: israeli air strikes reduced the gaza home of a senior hamas leader to rubble this morning. israel targeted terror sites one day after a proposal to end fighting between israel and hamas militants fell through. israeli prime minister benjamin netanyahu says his country has no choice but to respond more forcefully to hamas after the group rejected a cease-fire plan yesterday shortly after israel had accepted it. the israeli military dropped leaflets into neighborhoods in northern gaza warning people to evacuate ahead of planned air strikes. the u.s. is standing by israel, but is pushing both sides to work toward deescalating the situation. >> we believe that israel has the right to defend itself. that remains the case. but -- our focus continues to

be toward working towards a cease-fire. >> reporter: a spokesman for that mass tells cbs news there will be no cease-fire until israel stops fighting first, says a spokesman for that mass. >> they began the warfare and are targeting civilians. >> reporter: health officials in gaza say more than 200 palestinians have died in the nine days of fighting. on tuesday, israel had its first death since the conflict began as hamas fired dozens of rockets at israel. cbs news, susan mcginnis, washington. >> israel is now considering a ground invasion. vice president joe biden says the united states and europe are talking about imposing new costs on russia for continuing to escalate the conflict in ukraine. biden made the comments in a phone call with ukraine's president. u.s. is also considering imposing unilateral sanctions without europe. some eu nations refuse to take tougher steps against moscow. at least 12 people are dead from the first major typhoon to

hit the philippines this year. the victims were killed by falling trees and walls. hundreds of thousands of people have fled their homes across the country. schools and government offices are closed today. the typhoon is expected to hit china later this week. is it me, or is nature kind of all over the place lately? >> always on a rampage somewhere or another. that's the way it works. i heard from somebody in the philippines and they said it was a terrible storm as it came through manila, lost power, lots of debris on the streets. they will be cleaning up for a while after that. hey, guys, around the bay area we have some of the monsoonal moisture sweeping on through. looks like even a couple of scattered showers outside this morning. just some light sprinkles you can see on our hi-def doppler radar. couple of those scattered showers popping up in toward the marine headlands. and guess what? we have drizzle out there, too. throughout the day partly cloudy skies in the afternoon but still a bit on the muggy side. but then more sunshine and less

humid conditions expected as we head in toward tomorrow and the weekend. right now, that monsoonal flow continues. that ridge of high pressure bringing up the monsoon, that subtropical moisture, right back up into the bay area. that has touched off a few light sprinkles, the last couple of days. watch out in the high country, chance of flash flooding there with slow-moving thunderstorms, that could be a problem over the next couple of days. computer models showing you the monsoonal moisture sweeping through the bay area, a lot of drizzle along the coastline, more of that into early tomorrow morning. as the clouds are going to surge back onshore. but then i think we start to clear out some of the mid- to high-level clouds by tomorrow afternoon. temperatures going to be in the 70s and 80s in the south bay, 60s along the coastline, muggy 80s in much of the east bay. then inside the bay, you'll see those temperatures up in the 60s and also the 70s. i think the next few days we'll start to clear outle monsoonal clouds, return to more normal weather around the bay area, and temperatures maybe warming up slightly on friday. i think we cool back down but more sunshine coming our way for the weekend. all right. let's check the roads with elizabeth. i heard that rain this morning. it's like is that for real?

it is! the roads are a little wet outside right now. so fortunately no major accidents everybody behaving no problems. some overnight roadwork for the next 10 or 15 minutes. this is 66 the oakland coliseum but if you are continuing southbound, you will hit various lanes blocked in san leandro from davis to marina. again, that is scheduled to be picked up by 5:00 a.m. so here's a live look at the golden gate bridge. everything is flowing nicely. three lanes are open northbound and southbound as you head towards the golden gate bridge toll plaza. headlights are southbound traffic heading onto doyle drive. so far everything looks clear. you can't see this but lawrence is standing right off camera. why don't you come on camera? he is just dying to be on camera again. >> good morning, everybody! >> good morning. you had your turn! heading out towards the east bay, everything looks good both directions of the san mateo bridge. and we have been checking on this overnight roadwork. they had some eastbound this morning through the livermore valley and pleasanton. should be in the clearing stages now. in the meantime westbound traffic still for now looks okay between tracy and the altamont pass. that is your latest "kcbs traffic" and a little bit of weather, too. that's your latest from here, too. >> liz, it's amazing what you put up with. [ laughter ] >> poor lawrence. >> okay. the federal government is not sure you can trust the gas mileage numbers from the car companies apparently. the epa might make the automakers do road tests now to make sure their claims are on the money, accurate. most of the mileage figures come from computer models and wind tunnel tests done by the carmakers. epa says the only way to get accurate miles per gallon numbers is to test drive them on the road. the first car for many teens is usually used but older cars don't always have modern

safety features. >> mine was a 1980 chevy citation. >> 69 nova. >> a safety organization has come up with a list of cars that are reasonable in price and reliable in saved. david begnaud has the story. >> reporter: car crashes are the leading cause of death among teenagers. >> many teenagers are driving vehicles that aren't the safest. >> reporter: so the insurance institute for highway safety crash tested dozens of used cars to find out how safe they are. this 2011 volkswagen jetta is one of 95 vehicles costing less than $20,000 recommended for teenaged drivers. >> the vehicle teenagers drive should have electronic stability control. >> reporter: watch as the test driver dodges an obstacle at 38 miles per hour without electronic stability controls.
